Award-Winning Impact: Castlethorn Celebrated for Drogheda PANCR at ICE Awards

It was a tremendous honour for Castlethorn to be recognised at the Irish Construction Excellence (ICE) Awards 2024 for our role in the successful delivery of the Port Access Northern Cross Route (PANCR) in Drogheda. The project received the Judges Silver Award—a prestigious acknowledgment of the collaboration, innovation, and ambition behind one of Ireland’s most transformative infrastructure efforts.

Accepting the award on the night were Andrew McBennett (Castlethorn), Niall Morrissey (HISCo), and David Conway (Louth County Council)—a fitting representation of the public-private teamwork that brought the PANCR project to life.

A Road That Unlocks the Future

The PANCR is more than a road—it’s a catalyst for sustainable regional growth, giving Drogheda a Path to 5,000 New Homes. Completed in 2024, the first phase of this new route connects the M1 motorway to Drogheda Port, unlocking the development potential of lands to the north of the town. This vital infrastructure enables the creation of up to 5,000 new homes in the area, helping to address national housing needs while supporting compact and connected communities.

HISCo’s Model in Action

The award also affirms the innovative business model developed by the Housing Infrastructure Services Company (HISCo). HISCo’s approach to infrastructure funding—recouping investment through a fee on the sale or first letting of homes—is a new model for delivering critical enabling infrastructure at scale.

The PANCR stands as proof that this model works. Through collaboration between HISCo, Castlethorn, Louth County Council, and a suite of expert partners, the project demonstrates how well-planned infrastructure can pave the way for high-quality residential development.
